This conference was held from October 13th to 15th 2003 in Surat, Gujarat, India. It was headed on one side by the President of India, Dr. Abdul Kalam as leader of science and politics and on the other by Acharya Mahaprajna as religious leader. 15 religious leaders and scholars had gathered to develop so-called garland projects for enlightened citizenship in India. As a consequence of the riots in Gujarat in spring 2002, the need of creating a common civil identity for all citizens of the Indian Union was recognized. The result of the conference was noted in the Surat Spiritual Declaration [SSD] and handed over to the President of India on his birthday on October 15th.
