Is it better to observe silence or to speak?
If we say silence is better then few can understand the language of silence.
With a large part of society we would not be able to establish contact.
If we say speaking is better, then the problem is related to the listeners.
Who will listen?
Even in the Mahabharata there is a passage in which Vyasa says,
"I am speaking the truth with my hands wide open, but no one is listening to me."

Both to speak and to be silent are problematic.
The solution lies in finding a balance of the two.
