It is very easy to say something, but to do it is difficult.
The reasons for this according to Karmasastra are - power of activity, elimination of, or subsiding the obstructing karma, elimination of karma particles, which destroy energy.

The reasons for purification of conduct are elimination of, or subsiding deluding karma, elimination of the karma particles of delusion.

If there is a balance between the elimination of the obstructing karma and the deluding karma, then what is said is also done.
If there is no co-ordination between the two, then the saying becomes true:
easier said than done.
