One manner of change is a change of heart based on an individual's own impulse.
The other manner of change is that brought about by societal control or the governmental control.
There are problems with both.
That everybody will change from within, is not possible.
On the other hand, legal measures do not build awareness of the need for transformation.
This problem can be solved only by co-ordinating change of heart and control.
Morality demands a balance between the two: change of heart and control.
This demand is for the development of a new philosophy.
